  Article 23- Assets and resources  
23.1 Assets and resources  
  The natural resources of United-Canada, including its assets, inventions, industry and financial investments shall always remain the property of the peoples of United-Canada to be managed by state in the form of good governance of Parliament and the Executive Government.  
23.2 Private property rights versus public ownership rights  
  By this Charter, the rights of individuals to own and possess private property is enshrined. However, where matters of collective rights of the nation of ownership of assets are found to be in conflict with the individual rights of a person, the states rights shall have precendence.  
  Such determinations shall be subject to the fair process of law and the jurisdiction of the Supreme Court.  
23.3 Good management of all assets according to accounting standards  
  The good management of all assets shall be according to the fair accounting and financial standards listed within this Charter.
