3. National Principles

| Article 24- Policy | ||
| 24.1 | Policy | |
| By this Charter, all government policy shall be governed by the principle that: "United-Canada exists for the benefit of the citizens of United-Canada first". | ||
| All government policy must be able to pass the test of being able to be validated against this primary principle of policy. | ||
| Policy of self interest, of serving special internal or external interests against the interests of the citizens of United-Canada shall not be permitted. | ||
