  Article 39- Illegal Organisations  
39.1 Illegal Organisations  
  An illegal organisation is a formal or informal group of individuals or corporations having formed a relationship for the direct or indirect purpose of committing crime.  
39.2 National register of illegal organisations  
  A national register shall be maintained of formal and informal associations deemed illegal. The purpose of the register is to provide a single view of all illegal associations that did (in the past) or might (in the future) seek to operation within the borders of the nation.  
39.3 Membership of illegal association a crime  
  A person found to be a member of an illegal association is themselves guilty of a crime.  
39.4 Congregation of members of illegal associations a crime  
  A congregation of two or more members of an illegal association shall be a crime.
