The Service Code of United Canada Free Society shall be responsible for administering the operations and procedures of the Civil Service consistent with the Charter, whereas the Judicial Code shall be responsible for the conditions, procedures and rules of judicial procedure in relation to such Criminal matters. |

The Judicial Code depends in part upon the Service Code in the fair operation and respect of the Civil Service and of the independence of courts in the fair hearing of charges and matters of accused men, women and persons. |
|

Similarly, the Service Code in part depends upon the just operation of the Judicial Code in establishing the procedure for matters where members of the Civil Service may be brought before the Courts. |
